Can these bath taps be freestanding by using tall pipework and chrome shrouds? Also, will they work on tank-fed water with low pressure?

We can confirm that the product is suitable for use with freestanding pipes; however, we do not supply these. Tre Mercati Victoria Pillar Bath Tap is a full-turn product suitable for using a low-pressure system. However, if you are looking to fit this on freestanding pipes, you will need a minimum of 1 bar for the product to work sufficiently.
