The flow rate of the tap is significantly reduced when the filter is activated. Should this be the case?

The flow rate should be around 2–3 litres per min. If it is under that, then you’d need to loosen the speed fits on the flow pro; refer to the attached image.

Regarding Clearwater Mariner Tap. What would my hot water pressure be as the Hot water tank is in the airing cupboard on the first floor (via by water softener), and the kitchen is ground floor - Cold is direct mains feed.

This tap requires 0.5 bar hot, which is medium pressure, and would need a pressurised system or a gravity feed system with a 5-meter vertical drop.
