I'm looking at Vitra M-line 600mm semi-recessed basin. Does the dimension diagram mean it has to have a 35mm clearance at the back of the sink? If so, why?

Yes, you need a 35mm clearance at the back. If you use a mixer on the basin with a pop-up rod to open the waste, you will need this clearance to open and close the waste.
